Who handles what
Four different organisations look after different parts of Middleton on Sea, and it is not always obvious which one you need. This page should save you a wasted phone call.

The managing agents
They have handled the day-to-day estate management since 2025, and provide a number of services for MOSA. See the contact page for who they are.
- Preparing specifications for maintenance contracts, such as road resurfacing
- Obtaining quotations for services and appointing contractors
- Supervising contractors
- Paying supplier invoices
- Financial monitoring throughout the year
- Administering the annual estate charge invoices
- Administering the building works charging schedule, including the interface with residents and developers
- Administering committee meetings, the AGM and emergency general meetings
If your question is about money owed, a statement, a formal letter you have received, or a conveyancing enquiry, the managing agents are the right address. They are also the first point of contact for any issue, and will pass it on to the relevant Road Representative.
MOSA and your Road Representative
We own and look after the private roads, the verges, the five twittens, the roundabouts, the land drains and the Greensward. If it is part of the fabric of the estate, it is almost certainly ours.
We also comment on planning applications that affect the character of the estate, though we do not decide them.
Some roads have road committees. Your Road Representative represents your views on the Management Committee, and liaises with the Infrastructure Lead and the Planning Lead on the maintenance of the private roads, drains, verges, building development, planning issues, and the setting of road charges.
They will also meet you when you move in, to welcome you to MOSA and the estate, and give you the information and guidance you need. See Road Representatives.
Arun District Council
Planning applications and building control, refuse and recycling collections, and the coastal defence works along the foreshore.
Arun also designated this area an Area of Special Character, which is what underpins the Village Design Statement.
West Sussex County Council
Sea Lane and Middleton Road are public highways maintained by the County Council, not by MOSA. So are the street lights on them.
This catches people out: residents of Sea Lane are MOSA members and have a seat on the committee, but the road surface itself is the County Council’s responsibility. That is why Sea Lane properties carry the fixed element of the estate charge without a road element.
